Anoa-AGX Escape Evacuation and Rescue Study

The Anoa Platform and Anoa FPSO have been in operation since 1990, while the Anoa Gas Export (AGX) platform has been in operation since 2001. Over the years, modifications, as well as changes in operating conditions have occurred.

Premier Oil Natuna Sea B.V. (PONSBV) plans to add more Person On Board (POB) at the Anoa and AGX platform complex. The current maximum POB is 50 (fifty) persons, while an additional 30 (thirty) persons are expected. Hence, a total of 80 (eighty) persons will be allowed to work on the platform.

Currently, the 2 (two) lifeboats are located at Anoa-AGX, 1 (one) on Anoa and other on AGX, each with a capacity of 50 POB (fifty) persons. The lifeboat at Anoa platform will be replaced by a brand new 80-men capacity to accommodate the future POB of 80 persons.

Synergy's Scope of Work

Synergy was engaged to update the Escape, Evacuation and Rescue study (EERA) of Anoa-AGX platform by considering the New location of Anoa lifeboat at the east side of Anoa Platform. The scope of work included:

1) Identifying escape, evacuation and rescue (EER) facilities provided to enable personnel to escape from the immediate effects of accident events, and, if necessary, evacuate the installation and reach an ultimate place of safety.

2) Identifying of accident events (from the results of FEA and QRA consequence modelling) that would necessitate the use of the EER facilities.

3) Determining the consequences of accident events that would impair the relevant EER facilities, when it is required.

4) Determine the minimum required endurance time of EER facilities based on estimated time of muster and evacuation, and justify the muster and evacuation time is sufficient or not comparing to reliability and availability of safety critical elements at Anoa and AGX.

Key Project Achievements

Applied a multi-agent based computer simulation to estimate escape and evacuation times for six scenarios (e.g. day / night shift and fires at different locations).

Assessed total escape and evacuation times against Anoa and AGX platform survivability times, and made recommendations to ensure the safety of personnel on board in the event of an accident event.
